Is it not hypocritical to condemn 'might is right' when there are human rights, but not animal rights?

Strong punishments for heinous crimes causes deterrence, great. We can't stop there. A stronger force to steer mass behaviour would be to educate. Cultural changes. Change in public perception. This bit is far more difficult to get right, however it is also proportionally better at reducing future incidents .. long term, at least.
Just because it is more difficult, can we turn a blind eye to this fundamentally better approach? We do that, don't we?
Stepping accidentally in horse shit is 'lucky'. Breaking a glass accidentally is lucky.
This comes to us from many generations before (presumably).

Why did we come up with such culturally propagated belief based thought construct? Why do we still continue using it?
